Negative Level Pool

Negative level pool is an alternate rule proposed by Dave.

I don't know about everyone else but I really hate to permanently lose
a level. So something I was thinking about would be to have a negative
level pool. When something causes you to permanently lose a level
(level drain, being raised) instead of losing that level the EXP that
it would take for that level would go into the pool. When you gain EXP
half of that gain would go to EXP and the other half would go to
reduce the level of the pool. What do you guys think?

So, in an effort to rules it up, here's a shot. Let me know what you think:

Whenever a character would permanently lose a level, they instead maintain their current level. The experience points that they would have lost are instead added to a "negative level pool." As long as they have points in their negative level pool, half of their experience points gained are instead applied to the balance in their negative level pool. (The other half are earned as normal.)
